If you have received an ITA and are preparing your electronic application for permanent residence, submit and pay before April 30, 2026 (Thursday) to lock in the current fee. This is confirmed. One nuance worth knowing: if you apply now but choose to pay the Right of Permanent Residence Fee later (some applicants defer it), you will pay the new $600 rate even if your application was submitted before April 30. TR to PR Pathway — CMAs Excluded, Full Criteria Still PendingOn April 18, Immigration Minister Lena Diab confirmed in an interview that the 33,000-spot TR to PR pathway will exclude all 41 Census Metropolitan Areas. That means workers currently based in Toronto, Vancouver, Montreal, Calgary, and all other urban regions classified as CMAs by Statistics Canada are not eligible. Roughly 84% of Canada's population lives in CMAs. This has not yet been confirmed with an official IRCC announcement of operational instructions. The minister said full criteria would be published "in the coming weeks." This is the most significant detail confirmed so far. We are watching closely for the official announcement. If you are based in a smaller community outside a CMA, this is worth monitoring closely. Express Entry, PNPs, and category draws remain active and accessible for workers in major cities. PNP Updates — April 20 to April 24, 2026Ontario (OINP)Ontario has been running at historic pace this month. In April alone, OINP has issued over 7,000 invitations across draws on April 1 (mining, 759 ITAs), April 8 (healthcare, 1,828 ITAs), April 15 (agriculture and in-demand skills, 1,334 ITAs), April 22 (Masters and PhD graduate streams, 918 ITAs), and April 23 (regional employer job offer draws, 2,102 ITAs). 📌 Why is Ontario moving this fast? Because all nine current OINP streams are revoked on May 30, 2026. Ontario is using its full allocation before the program redesign. What replaces the current streams has not been confirmed. If you have an active OINP profile or a job offer in Ontario, now is the time to ensure your profile is updated. Waiting past May 30 means waiting for an entirely new program framework with unknown eligibility rules.
