Happy Sunday! Spring is in full swing here in Vancouver. We had a surprisingly sunny week with the city bursting in colours as many different flowering trees bloom. I hope you're getting outside and soaking in our little heaven on earth despite everything that is going on in the world and in your life.

It was a quiet week for Express Entry draws but a massive week for immigration policy. IRCC dropped what could be the biggest structural change to Express Entry since it launched in 2015. Ontario issued nearly 2,000 invitations in a single day. And Alberta quietly introduced a new fee that caught a lot of people off guard.

This Week in Canadian Immigration (30-second summary)

  • No Express Entry draws this week (Apr 7โ€“11). EE draws expected next week.
  • IRCC proposes replacing FSW, CEC, and FST with a single new federal high-skilled immigration class. This is the biggest structural change since Express Entry launched in 2015.
  • IRCC proposes removing co-op work permit requirement for international students and eliminating study permit mandates for foreign apprentices.
  • Ontario OINP issued 1,828 ITAs across 4 targeted draws on April 8 โ€” healthcare, Francophone, physicians, and REDI pilot.

โ€‹ IRCC Updates

1. Proposed Express Entry Overhaul โ€” New Federal High-Skilled Immigration Class

This is the headline of the week and possibly the year.

IRCC published a new regulatory initiative proposing the creation of a single new federal high-skilled immigration class that would completely replace the Federal Skilled Worker Class (FSW), Canadian Experience Class (CEC), and Federal Skilled Trades Class (FST).

What this means: The three programs that have formed the backbone of Express Entry since 2015 would be formally repealed and replaced with a unified, streamlined framework.

What this does NOT mean: Your Express Entry profile is not being deleted. Draws are not stopping. Applications in progress will continue under current rules.

Timeline: Public consultations are expected to begin in Spring 2026. The full regulatory process: consultations, drafting, Canada Gazette publication. This means implementation is late 2027 at the earliest.

This is an early signal, not a change. But it's a massive signal. IRCC is telling us the future of Express Entry will look fundamentally different. If you're eligible now, there has never been a better time to act under the current rules while they still exist.

2. Proposed Regulatory Amendments for Students and Workers (April 7)

IRCC announced proposed amendments to streamline study and work authorizations:

  • Removing the co-op work permit requirement for eligible post-secondary international students
  • Eliminating study permit mandates for foreign apprentices under specific conditions
  • Allowing international graduates and students to continue working while awaiting decisions on permit extensions

These proposed changes are not yet in effect. But the direction is clear: IRCC is streamlining work authorizations and reducing barriers for students and workers already in Canada. Good news for anyone navigating the study-to-work-to-PR pipeline.

โœ… ITAs: 1,635 (combined Foreign Worker + International Student streams)
โœ… Min Score (Foreign Worker): 20 โ€” historically low
โœ… Min Score (International Student): 46โ€‹
๐Ÿ“Œ Targeted nurses, nurse aides, nurse practitioners, LPNs, and early childhood educators. The score of 20 for Foreign Workers tells you everything about how desperate Ontario is for healthcare workers.

๐Ÿ“Œ Important reminder: All current OINP streams lose their legal basis on May 30, 2026. If you already received an invitation, respond within the deadline. No exceptions, no extensions. If you're currently in the OINP EOI pool, check your contact information in the e-Filing Portal today. Refusal notices can now be delivered by email without proof of receipt.

I would not encourage anyone to enter the OINP pool right now given the upcoming May 30 overhaul. The only exception is if you are likely to get ITAs as OINP continues to do massive draws before May 30. If you're already in the pool or have received an invitation, act immediately. For everyone else, wait for clarity on the new streams before making a move.

โœ… New $135 Worker Expression of Interest (WEOI) fee now in effect

๐Ÿ“Œ This is a new cost for anyone submitting a Worker EOI to the Alberta Advantage Immigration Program. Other AAIP fees remain unchanged ($1,500 for most application streams, $3,500 for entrepreneur streams). Budget accordingly.

The theme of this week is structural change.

IRCC isn't just tweaking the system. They're signalling a complete rebuild of how Canada selects high-skilled immigrants. The proposed Express Entry overhaul, the streamlined student work authorizations, Ontario's massive healthcare draws, Alberta's new fee. These are all pieces of the same puzzle.

But here's what matters for you right now: the current system is still running. Draws are continuing. Provinces are issuing thousands of invitations. Processing times for key programs are improving.

The window under the current rules is open, but it won't stay open forever. If you're eligible today, the smartest move is to act today. Don't wait for a system that hasn't been built yet.

And with the TR-to-PR announcement still expected this month, that window may be about to get wider.

  • If you're in the Express Entry pool โ€” use this quiet week to update your profile, retake a language test for a higher score, or get your ECA completed. Draws resume next week.
  • If your PR application is ready โ€” submit before April 30 to avoid the fee increase. Never rush an incomplete application just to save fees.
  • If you have French language skills โ€” book your TEF Canada or TCF Canada now. Wait times are at least 3 months in major cities.
